Description

This contract is to procure a supervisory control and data acquisition (SCADA) upgrade with Control Instruments, Inc. in an amount not to exceed $684,385. The Water Reclamation Plant SCADA system has been in place for over 29 years and must be upgraded because the components of the Programmable Logic Controls (PLC) are obsolete and replacement parts are difficult to find. The SCADA system is a system of software and hardware elements that maintains efficiency in the City’s Public Works and Water Resource functions by controlling processes locally or at remote locations; monitors, gathers, and processes real-time data; directly interacts with devices such as sensors, valves, pumps, and motors, and; records events into a log file.

The scope of work will allow the new system to be built and factory-tested on new servers and workstations. Once the testing has been completed, the systems will be installed onsite in parallel to the existing Emerson System and replaced with industry-standard Rockwell Automation Programmable Logic Controls (PLCs). Additionally, the use of the new system provides an opportunity to improve efficiency and productivity. The bid was advertised, opened, and reviewed. Delivery: As needed. Terms: Net 30 days.
