25. Authorize the City Manager to Execute a Contract for Short-Term Vacation Rental (STVR) Management Software with Deckard Technologies, Inc. in an Amount Not to Exceed $290,000. Short-Term Vacation Rental (STVR) Management Software referred to as Rentalscape, will assist three (3) City Departments collaborating on the administration and enforcement of the STVR program. Description

This contract is for the procurement of a Short-Term Vacation Rental Software from Deckard Technologies, Inc. in the amount of $290,000. The Short-Term Vacation Rental (STVR) Management Software referred to as Rentalscape, is a comprehensive web-based STVR software program that will assist City of Savannah departments, Planning and Urban Design, Revenue, and Code Compliance to effectively collaborate on the administration and enforcement of the STVR program, which is needed based on the growth of the STVR industry.

Key features of Rentalscape include:

  • Application Process: Streamline the STVR application process online, provide a platform to upload required documentation, collect electronic payments, provide automatic emails to communicate with the applicant, and improve and expand intra-inter-departmental communications.
  • Enforcement: Establish a 24/7 compliance hotline, create an online complaint form, keep pace with changing technology to better identify and enforce illegal STVR operations, and identify properties including the address and photo documentation disclosing the property owner and designated rental agent.
  • Revenue Collections: Provide the ability to review daily revenue collected on a property address from bookings/reservations made on various platforms and generate reports on the daily, monthly, and annual revenue collected for each STVR property to ensure applicable hotel/motel excise taxes and accurate business tax certificate annual fees are remitted.
  • Reporting: Establish a comprehensive reporting system to accurately depict the impact of STVRs on the community.


Through the use of Rentalscape, the City will be streamlining STVR operations by providing digital enhancement capabilities to the existing program.  Rentalscapes will effectively and efficiently assist in the coordination of City departments to proactively protect the public health, safety and general welfare of individuals and the community at large regarding current issues surrounding STVR operations in Savannah. 

 

FY1 impact: $92,500 + $12,500 (implementation and installation fee)
FY2 impact: $92,500
FY3 impact: $92,500

Four (4) proposals were received in response to this RFP. Of those, two (2) proposals were shortlisted and selected for an interview before a selection committee of City staff. The fee proposals for the two (2) shortlisted firms were then opened and the proposals were fully scored. 

The proposal was advertised, opened, and reviewed. The contract term expires on July 26, 2024. Delivery: As needed. Terms: Net 30 days.
