Petition of Bridget Lidy (Agent) on behalf of the Mayor and Aldermen of the City of Savannah to Amend Section 7.10.4 Contributing Resources Map (of the Cuyler-Brownville Historic Overlay District) of the Zoning Ordinance to Include 90 buildings of historic and architectural significance that were not previously included. Both the MPC and the City sent letters of intent to property owners.

Description

This petition is to amend Sec. 7.10.4 of the Cuyler-Brownville Contributing Resources Map to include 90 buildings of historic and architectural significance that were built in the district during the Period of Significance (1867-1937) and not previously listed. 

The Cuyler-Brownville Historic District was created in 1999 as part of the Zoning Ordinance for the City of Savannah to promote the sensitive rehabilitation of existing historic buildings and ensure the visual compatibility of new construction within the area. The update of the Contributing Resources Map is vital to this goal.  Within the Cuyler-Brownville District, all buildings are classified as either historic or non-historic on the Contributing Resources Map. The map was adopted in 1999 by City Council and the status of buildings has not been updated since that time.  The age of the current map and the realization that the areas outside the boundary of the National Register Historic District had not been properly surveyed spurred this update. Taking no action leaves many buildings unprotected.  In partnership with the Cuyler-Brownville Neighborhood Association, a historic resource survey of the District was completed in 2020 resulting in the identificaiton of an additional 90 historic buildings that need to be incorporated into the Cuyler-Brownville Contributing Resources Map.

Recommendation

The Planning Commission recommends approval to amend Section 7.10.4 Cuyler ­Brownville District Historic Buildings Map to include 90 buildings constructed prior to 1937  and not previously listed as contributing.  The ordinance will have an effective date of September 1, 2021.
