17. Authorize the City Manager to Execute a Contract for the Renovation of 2005 Waters Avenue with Johnson-Laux Construction (Local, DBE) in the Amount of $1,755,365. The contract is for the renovation of the former location of It's Amazing to house the Savannah Police Department's Savannah Impact Program (SIP).

Description

Recommend approval to award a construction contract for the renovation of the former It’s Amazing tenant space at the Waters Avenue Shopping Center at 2005 Waters Avenue to Johnson-Laux Construction in an amount not to exceed $1,755,364.97 to house the Savannah Police Department’s Savannah Impact Program (SIP).

The City of Savannah currently owns the former shopping center located at 2005 Waters Avenue. The planned renovation of the approximately 7,400 square feet of tenant space will include asbestos abatement and disposal, replacement of the entire storefront of the tenant space, replacement of doors and windows, replacement of all flooring, ceilings, and lighting, replacement of all electrical, plumbing and HVAC systems, replacement and addition restrooms, the addition of offices, break room, conference room, and community rooms, repainting all walls, roof repairs, installation of IT and security systems. The City of Savannah is fast-tracking this renovation project using a design-build-type model.  By employing this model, we are able to begin work such as demolition and ordering of materials while the design is being finalized.

The State of Georgia’s job order contract will be used to perform this project to meet time constraints and City ordinance requirements. The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City, and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small to medium-sized projects for repair, alteration, modernization, rehabilitation, renovation, and minor new construction to infrastructure, buildings, structures, or other real property. The State of Georgia used a competitive bidding procedure to select contractors to perform these services for this project.

The State contractor, Johnson- Laux Construction, LLC has committed to meet the 20% DBE goal including a 10% LDBE goal set for this project.

A pre-proposal meeting was not conducted as these goods are being procured through the use of a piggyback purchasing agreement.
