Description

The petitioner is Guinnevere McMillon on behalf of Russell Goeken is requesting a Special Use Permit at 2312 Abercorn Street (PIN 20065 37004) to establish the bar/tavern use.

The parcel is located in the TC-1 (Traditional Commercial-1) zoning district which was established to ensure the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for commercial areas that are developed at a mass and scale harmonious with nearby residential neighborhoods. For the TC-1 zoning district, the bar/tavern use requires a special use permit. If approved, Code Compliance would address any enforcement issues.

The subject property is located on the northwest corner of the intersection of East 40th Street and Abercorn Street. The parcel is developed with a two-story building, constructed prior to the 1955 Sanborn Maps. It has operated previously as a retail home goods establishment and is currently vacant. There are two establishments currently within the building—Savannah Skin & Wellness and HM Salon. No residential dwellings units are in the building.

 

 

Recommendation

On January 18, 2022, the Planning Commission approved the request for a Special Use Permit to allow a bar/lounge at 2312 Abercorn Street with the following conditions:

  1. Provide proof of a right-of-way encroachment agreement in order for petitioner to utilize the courtyard;

  2. Prohibit the transfer of the Special Use Permit;

  3. Allow for on-premises consumption only;

  4. Restrict the hours of operation to:

    1. Tuesday thru Friday, 4:00 p.m. to 12:00 a.m.

    2. Saturdays, 11:00 a.m. to 12:00 a.m.;

  5. Verify location of the recycling and compost bin on the site;

  6. Provide an annual permit review by City staff.
