During the fiscal year, supplemental budget adjustments are necessary to maintain the adopted legal level of control set forth in the 2017 Budget Ordinance.  These supplemental appropriations may modify expenditures and revenues within any fund. This adjustment also includes changes to the Capital Improvement Fund, which sometimes become necessary to: 1) account for varying costs realized through work completed towards the City’s Capital Improvement Program, and 2) to align capital investments with strategic initiatives and council priorities.
This supplemental budget appropriation will:
•    Increase budgeted General Fund revenues in the amount of $1,464,640 in anticipation of additional revenues, primarily related to property taxes as a result of an increased 2017 Digest
•    Authorize position changes for operational efficiency, resulting in the following changes in authorized full-time equivalents:
          o    General Fund        -4
          o    Sanitation Fund    +4
•    Administrative changes moving departmental salary savings to an interdepartmental account
•    Adjust the budget to increase expenditure lines within various operating units
•    Move funds as necessary between projects within the Capital Improvement Fund in order to provide needed funding for continuing and ready-to-go Capital Improvement Projects
•    Various other changes as shown in Exhibit A and Exhibit B

The original Fiscal Year 2017 Budget was approved by the City Council on December 22, 2016, and the first amendment to the Budget was approved on April 27, 2017.
