Description

The petition of Chris Rowland (Agent) on behalf of Macmillan Properties, Inc. (Owner) is to rezone Ogeechee Road (PIN 20873 01003) from a split zoned BC (Community Business) and IL (Light Industrial) classification to an IL (Light Industrial) Classification.  The petitioner proposes to maintain the B-C zoning on the new Parcel 1 abutting Ogeechee Road and is requesting the I-L zoning district on the portion of the property identified as Parcel 2 (refer to Exhibit 3). The property is located between a self-storage facility and an industrial park.

The property is part of the recombination of parcels to create two new lots from four existing lots as shown in Exhibit 3. The subject parcel is currently zoned B-C. The rezoning process will permit Parcel 1—which fronts Ogeechee Road—to keep the existing B-C zoning classification. The remaining portion of 4524 Ogeechee Road—identified as Parcel 2—will be combined with three parcels (20873 01024, 20873 01025 and 20873 01026) which are currently zoned IL. The approval will rezone the remaining portion of the subject property to IL.

Although a number of split zoned properties exist along Ogeechee Road, it is not a desirable scenario and causes conflicts in land use and development standards including buffers, screening, and setbacks. The proposed zoning will clarify the nature of the parcels as it relates to future development and ensure that development will be compatible with adjacent land uses.

At the completion of the recombination process, Parcel 1 will be zoned B-C and have the address of 4630 Ogeechee Road. Parcel 2 will be zoned IL and be identified as 4540 Ogeechee Road.

Recommendation

The Planning Commission recommends approval the petition of Chris Rowland (Agent) on behalf of Macmillan Properties, Inc. (Owner) to rezone a portion of Ogeechee Road (PIN 20873 01003) from B-C (Business Community) to I-L (Light Industrial).
