The Mobility Planning, Engineering, and Permits Unit received complaints from residents in the immediate area near Windsor Forest Elementary School regarding parents who park on the both sides of Briarcliff Circle near the school exit driveway when dropping off and picking students, obstructing access for residents, school buses, and emergency vehicles.

The Mobility Planning, Engineering, and Permits Unit has investigated the residents’ parking concerns, and has determined that when school is in session there is a need to prohibit parking along both sides of Briarcliff Circle between Deerfield Road and the campus exit. The school has a designated off-street loading area with capacity to accommodate student drop off and pick up . 

Two previous ordinance changes have prohibited parking on the north side of Briarcliff between Stillwood Drive and the school entrance and the school entrance and exit.  This indicates a chronic, ongoing concern that has shifted rather than resolved.

In order to prevent the problem from continuing to move along Briarcliff Circle or onto Stillwood Drive between Briarcliff and Windsor Road, the Mobility Planning, Engineering, and Permits Unit recommends amending the existing code language to include both sides of Briarcliff Circle and Stillwood Drive north of Windsor Road as follows:

DELETE

Amend the Code of the City of Savannah, Part 7-1093, Appendix I, Section 223. Stopping, standing and parking prohibited during certain hours.
