Recommend approval of Amendment No. 3 to the Arena Design Services Contract with Perkins + Will in the amount of $410,630 to extend the design of Stiles Avenue improvements. 

The original contract was for the design of the new arena, the surrounding site and the widening of Stiles Avenue -- including the addition of a landscaped median, sidewalks, and bike lanes -- between Gwinnett Street and the railroad tracks. During subsequent traffic studies associated with the project and planning efforts as part of the Canal District Master Plan, it was strongly recommended that the Stiles Avenue widening be extended to its terminus at Louisville Road to better handle traffic and enhance connections with nearby neighborhoods.  

This contract amendment is for the design of the remaining 1,300-foot-long portion of Stiles Avenue from the railroad tracks to the intersection of Louisville Road, which was not included in the original scope of work. This amendment also includes geotechnical testing, surveying, roadway design, utility relocation, permitting, and construction administration.

The original contract was approved by City Council on June 21, 2018, in the amount of $8,820,000. The total amount of this contract to date is $9,600,630. This includes Amendment No. 1, approved by Council on February 14, 2019, in the amount of $125,000 for additional professional liability insurance required by the City; and Amendment No. 2, approved by Council on June 6, 2019, in the amount of $245,000, for development of the Canal District Master Plan.

On April 9, 2020, City Council approved a budget adjustment to the Capital Improvement Fund to provide funding for this Stiles Avenue design extension project by transferring unallocated interest that had accumulated in the SPLOST V Fund.
