8. Authorize the City Manager to Execute a Contract for DNA Laboratory Services for the Savannah Police Department with Serological Research Institute for up to $65,000 (Event No. 8143)

Description

Recommend approval to procure DNA laboratory services from Serological Research Institute for up to $65,000. The Savannah Police Department (SPD) will use the DNA laboratory services to provide DNA testing for criminal investigations on firearms, shell casings and other evidence found at crime scenes. When SPD officers confiscate weapons, they are sent to the Institute, which collects DNA and compares it to genetic material maintained in a national database to determine whether the DNA matches that of any convicted felons, who are legally prohibited from possessing guns. The Institute plays a critical role in ensuring felons with firearms are properly investigated and prosecuted. In 2020, approximately 75% of DNA cases submitted were successfully connected with felon-suspects. In direct proportion, the City has seen a larger number of felons in possession cases accepted for Federal prosecution due to the strong evidentiary value of DNA testing. The prosecution of these cases helps significantly reduce violent crime by deterring violent offenders/felons from obtaining and possessing firearms, the means by which most violent crime in Savannah is perpetrated. The are no unintended consequences to this measure and no alternatives to consider at this time.

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of qualifications and experience, including support capabilities, technical capabilities, fees, references and Savannah First Local vendor participation.

Four proposals were received in response to this RFP. All proposals were reviewed and fully evaluated by a selection committee of City staff.

The proposals were advertised, opened and reviewed. This contract has three (3) renewal options. The proposers were:
