13. Motion to Amend the Zoning Ordinance Regarding the Savannah Gardens PUD (Petitioner: Harold Yellin for CHSA Development, Inc.)
The petitioner, Harold Yellin as Agent for CHSA Development Inc., proposes to incorporate the Savannah Gardens Planned Unit Development (PUD) into the Zoning Ordinance as Article R. The petitioner also wishes to amend the Master Plan and Sections 2.1, 2.3, 2.5 and 5.2 of the Savannah Gardens PUD.
Incorporating the Savannah Gardens PUD into the Zoning Ordinance and amending the text would establish a codified process with which to analyze a particular land development as a single, planned unit development in a unified and coordinated way that would otherwise not be allowed. The standards and procedures for the PUD are meant to encourage flexibility in design, allow a variety of integrated land uses, and provide the City of Savannah a documented authority to allow and enforce these standards as it deems necessary. Incorporating the text into the Zoning Ordinance would also fulfill the initial 2009 request to adopt both the Master Plan and PUD to create an official, codified document.
This request is related to another Agenda Item, which is the expansion of the Savannah Gardens PUD by rezoning three additional properties to the PUD.
On March 13, 2018, the Planning Commission voted to recommend approval of the Savannah Gardens PUD and the requested amendments to the Master Plan and Sections 2.1, 2.3, 2.5, and 5.2.
