Description

Robert Isaacson, Petitioner, (File No. 18-000955-ZA) is proposing to amend the East Broad Market Lofts PUD / Master Plan.

On March 13, 2018, the Planning Commission voted to recommend approval of the following text amendment:

  • A request to amend the Master Plan to include property at 613 East 39th Street (P.I.N 2-0075 -06-006) into the existing East Broad Market Lofts Planned Unit Development.
  • A request to permit a maximum of 36 dwelling units on parcel 7 as identified on the Master Plan.

This is the first of two agenda items as the petitioner is proposing to rezone 613 E 39th St to the East Broad Market Lofts PUD.

The subject properties of the text amendment are in the southeast quadrant of the intersection of East Broad Street and East 39th Street.  These properties include four parcels that were a part of a Planned Unit Development (PUD) that was adopted by the Mayor and Aldermen in 2010.

The proposed amendments include:

  • A request to amend the Master Plan to include property at 613 East 39th Street (P.I.N 2-0075 -06-006) into the existing East Broad Market Lofts Planned Unit Development.
  • A request to permit a maximum of 36 dwelling units on parcel 7 as identified on the Master Plan.
  • A request to replace the existing approved parking standards with the parking standards from Article K Mid-City Zoning Ordinance. (The Planning Commission recommended denial of changing the parking standards).
Recommendation

Approval of the petitioner's request, to include replacing the existing approved parking standards with the parking standards from Article K Mid-City Zoning Ordinance, on the condition that a general development plan be approved in conjunction with the text amenendment and the rezoning.  The proposed general development plan includes remote parking on 612 East 39th Street, which will require Zoning Board of Appeals approval pursuant to Sec. 3093 as it is in the R-4 Zoning District.
