Title Motion to Approve an Emergency Solutions Grant (ESG) Award and Execute an Agreement with Family Promise of Greater Savannah
Description Recommend approval of an Emergency Solutions Grant award to Family Promise of Greater Savannah and authorization for the City Manager to enter into a grant agreement in the amount of $116,766.00 in 2016 ESG funds for the delivery of homeless prevention services. Homeless prevention programs provide case management and short-term rent and utility assistance for persons at risk of homelessness. On July 20, 2017, City Council approved a motion to terminate the 2016 ESG agreement between the City of Savannah and the Salvation Army of Savannah for Homeless Prevention Services. This action is in response to the United States Department of Housing and Urban Development’s (HUD) regulations, which mandates 100 percent expenditure of all ESG allocations. The unexpended balance of the 2016 contract was made available through a request for proposals, and is being recommended as an award to Family Promise of Greater Savannah. Financial Assistance: A maximum of three (3) months assistance in the form of short-term rental assistance, security deposits, utility deposits/payments, moving cost assistance, hotel/motel vouchers. Housing Relocation and Stabilization: Case management*, outreach, housing search/placement, non-mortgage related legal services, mediation, and credit repair
