Title Motion to Adopt Disadvantage Business Enterprise Program | |
Description The purpose of the proposed Savannah Business Opportunity (SBO) program policy is to increase utilization of local small businesses in all areas of City procurement. On June 8, 2017, City Council approved the Savannah Business Enterprise (SBE) component of the program, which allows Savannah-based businesses that meet required revenue and employee thresholds to participate in sheltered City contracts. The Disadvantaged Business Enterprise (DBE) component of the program was continued by City Council for 90 days to allow for additional community outreach and feedback. Staff held three outreach sessions throughout the city with over 70 contractors and stakeholders. Additionally, presentations were given to key business groups including the National Association of Women in Construction, the U.S. Black Chamber of Commerce, and the Urban Savannah Chamber of Commerce. The DBE portion of the program will establish cumulative annual participation goals to increase subcontracting opportunities on City contracts for DBEs certified at the state and federal level. If approved, the DBE portion will become effective on January 1, 2018, in conjunction with the SBO Program and the existing Minority and Women-owned Business Enterprise program policy, which it will supersede, will be terminated December 31, 2017. | |
