Title Motion to Acquire Real Property Located at 218 Windsor Road
Description Recommend acquiring 218 Windsor Road (PIN 2-0692-06-059) and authorization for the City Manager to execute a purchase and sale agreement. The property is located at the northeast corner of Windsor Road and Briarcliff Circle in the Windsor Forest area on Savannah's southside. It is a former pool recreation facility that has been converted into a skate park. The site contains 1.4 acres and is situated adjacent to other lands (mostly FEMA lots) owned by the City. Staff is planning to assemble this site with other City-owned parcels to create a larger parcel for development of a new community center and park complex, to include walking trails and a dog park. The existing building and skate park will be demolished to make the site ready for redevelopment. An appraisal of the market value of the property was prepared by Brian Considine, state certified general real estate appraiser and MAI. The appraisal reported a market value of $105,000.00 in 2016. The 2017 assessed market value of the property as established by the Chatham County Board of Assessors is $104,500.00. The seller has agreed to sell the property for $100,000.00 and will donate skate board ramps on the property to the City for a tax deduction. The City will not pay any consideration for the skate board ramps, and will seek to donate the ramps for public use. A purchase and sale agreement has been negotiated by Real Property Services and the City Attorney to acquire the property from the owner, Mr. Thomas Eimer. Mr. Eimer has signed the contract and it is now ready for approval by the Mayor and Aldermen and execution by the City Manager.
