37. Motion to Continue the Annexation Request of 847.3 Acres off Little Neck Road Near Interstate 95 (Waste Management Property)

Description

The City of Savannah received an annexation petition for 10 parcels with an aggregate of approximately 847.3 acres located off Little Neck Road near Interstate 95. The parcels are owned by Waste Management. The land under petition is contiguous to existing City territory and therefore can be annexed by ordinance adopted by City Council. As required by State law, Chatham County has been informed of receipt of this petition.

Annexation is being sought by the owner to gain access to the municipal utilities provided by the City. The owner desires to gain access to these services on in-city terms. The cost of providing water and sewer service to the parcel will be fully covered by connection fees and service fees levied by the City for providing service. The current and future use of the property is as a landfill.

Financial Impact
The ten parcels included in the annexation have a taxable assessed value of $3,015,760, which would yield the City $38,783 in real property taxes annually at the current millage rate. In addition to real property taxes, because the property to be annexed is currently operating as a landfill, the City would also receive a HOST fee of $2.50 per ton of waste handled by the facility. State law requires that these fees be paid to the hosting jurisdiction to assist in offsetting the cost of landfills and the infrastructure needed to accommodate the facilities. It is estimated that this landfill will generate $2.5 million in HOST fees annually for the City of Savannah. State law requires that 50% of these funds be used for sanitation operations/landfill impact costs; however, the remaining 50% can be used at the discretion of the City.
