Authorize the City Manager to Execute a Contract for the Installation of the Foundation and Substructure along with the Assembly of the Pedestrian Bridge at the Enmarket Arena with Johnson-Laux (Local, DBE) in the Amount of $749,931. Description

Recommend approval of a contract for the Arena Pedestrian Bridge with Johnson-Laux (Local, DBE) in the amount of $749,931 for the substructure and assembly of the pedestrian bridge.

The arena pedestrian bridge is a prefabricated bridge that will connect the arena parking lot to the arena spanning the Springfield Canal. The superstructure and unloading of the bridge was approved by Council on May 27, 2021. This allowed for the bridge to move into fabrication. While the bridge was in fabrication the substructure design was being completed along with the ramps going up to the bridge. The bridge is currently in fabrication and is expected to be delivered in late October/early November.

This Contract will allow Johnson-Laux to fully finish the bridge. This contract is for the installation of the foundation and substructure of the bridge, the assembly of the prefabricated portion of the bridge, and the construction of the approaches on each side of the bridge. The foundation of the bridge will be on steel H-piles with a reinforced concrete cap. The bridge will be delivered in four sections and will need to be assembled onsite. Once the bridge is assembled the bridge deck will need to be poured which is part of this contract. The bridge approaches are the ramps and stairs leading up to the bridge. Once completed the bridge will be a single span bridge that is 110’ long and 16’ wide.

The contract was broken into two phases to expedite commencement of fabrication due to supply-chain issues currently being experienced and to ensure the bridge will be operational in time for the planned arena opening.

The State Contract with Johnson-Laux (Contract #99999-SPD-S20160216-009) was competitively bid by the State of Georgia and awarded to Johnson-Laux Construction, LLC. Per Section 2-4154 of the City’s Purchasing Ordinance, the City may purchase goods or services through the use of a State contract.
