The Petitioner requests a text amendment to the Zoning Ordinance to permit different types of housing in multiple zoning districts.  The proposed revisions are intended to increase the availability and diversity of housing by allowing a broader range of residential housing types in appropriate zoning districts.

• Article 5.0 Base Zoning Districts - Sections 5.4 Principal Use Table, 5.10 Residential Multi-family Districts, 5.15 Office and Institutional Districts, and 5.16 Business Districts;
• Articles 8.0 Use Standards – Sections 8.1 Residential Use Standards for Limited and Special Uses and 8.7 Accessory Structures and Uses;
• 9.0 General Site Standards - Sections 9.3 Off-Street Parking and Loading and 9.5 Screening and Buffers; and
•  and 13.0 Abbreviations and Buffers - Section 13.2 Abbreviations and Definitions.

The amendment supports the City's efforts to address community housing needs by providing greater flexibility in housing options while maintaining compatibility with surrounding development through the existing zoning and development standards.

On June 23, 2026, the Planning Commission recommended approval of the proposed amendments to Articles 5.0 Base Zoning Districts, 8.0 Use Standards, 9.0 General Site Standards, and 13.0 Abbreviations and Buffers to permit several different housing types in multiple districts.

Following the City Council meeting on August 27, 2026, Section 8.1.9 was revised to limit stand-alone apartments on B-C parcels of 0.5 acres or less along arterial streets, helping preserve smaller parcels in key commercial corridors for commercial uses.
