Description The petitioner, Ryan Arvay as an agent for Historic Savannah Foundation (HSF), is requesting an amendment to the Zoning Map for 1811 Martin Luther King, Jr. Boulevard (PIN 20066 24003) from TR-1 (Traditional Residential-1) to TC-1 (Traditional Commercial-1). The rezoning will allow HSF to construct a mixed-use structure with ground floor commercial and three dwelling units—one on the ground floor and two on the upper story. The previous structure was demolished in 2015. The subject property is approximately .08 acres and is located at the northwest corner of Martin Luther King Jr. Boulevard and Kline Street in the Cuyler-Brownvillle Historic District. The proposed TC-1 zoning designation allows a mix of uses that are compatible in historic neighborhoods. The property historically was developed as mixed-use, and the proposed rezoning will restore the development pattern. The proposed Traditional Commercial (“TC-”) zoning district allows commercial-oriented mixed-use development in areas that were developed in the 19th and early 20th centuries. Several factors, including location on higher classifications of streets, development standards that emphasize pedestrianism and the continuation of historic development patterns, combine to create a “Main Street” character within these districts. The TC districts are intended to be used in conjunction with nearby or adjacent TN and TR districts to create sustainable neighborhoods with convenient access to neighborhood-serving commercial uses. The TC-1 district ensures the vibrancy of historic mixed-use neighborhoods with traditional development patterns characteristic of Savannah during the streetcar and early automobile eras. The district provides for commercial areas that are developed at a mass and scale harmonious with nearby residential neighborhoods. The proposed TC-1 zoning designation allows a mix of uses that are compatible in historic neighborhoods. The property historically was developed as mixed-use, and the proposed rezoning will restore the development pattern. The petioner also filed a Zoning Board of Appeals (ZBA) petition for parking and lot coverage variances.
