Motion to Approve Lease for new Eastside Police Precinct at 2250 E. Victory Drive

The proposed lease if for 10,091 square feet of office space located at 2250 E. Victory Drive for use as a police precinct. The facility is located along the north side of Victory Drive just west of Downing Avenue, east of the Truman Parkway. The underlying site contains 1.24 acres and enjoys a cross access easement via an adjoining parcel to Downing Avenue; thus corner access benefits. The site offers approximately 50 asphalt paved parking spaces. Rent is $176,593.00 annually.

The building contains approximately 13,730 gross square feet. Two other tenants are currently present at the location -- an Allstate insurance agency and the Susan Komen Coastal Georgia offices.

The lease space is finished as professional office space and includes nearly 30 offices, several break rooms, a reception/lobby area, bathrooms, showers, data and storage rooms, and more. The landlord will renovate the facility to include the demolition and consolidation of several offices to create a large roll call/training room; installation of new flooring throughout, to include carpet in the offices and vinyl tile in the hallways and roll call room; painting of the interior walls; minor repairs to the ceiling tiles; installation of a new security door in the lobby area;  pressure washing of the exterior, and more. The landlord has agreed to invest up to $150,000.00 in the renovations. The City will select colors and product specifications.

The lease is based on a rate of $14/square foot triple net. Pass through expenses for taxes, insurance, and common area maintenance are expected to be around $3.50 per square foot. The City will install furniture in the space, primarily furnishings that will remain in the Gamble and Broughton Municipal Buildings after staff relocate to the office space recently leased along Chatham Parkway. The lease term will be for a period of five years with two one-year options to renew.
