This item was continued from the Meeting of September 27, 2018, at the request of Petitioner to allow time for a neighborhood meeting. The Petitioner now requests the item be withdrawn.

Petition #180351 requests unimproved portions of City-owned right of way known as Dixon Street and two unnamed alleys be declared surplus and made available for sale. The Petitioner, Harold Yellin, representing The Hannover Development Group, proposes to develop this property within the Tatemville neighborhood due east of Haven Elementary School. The project entails construction of affordable housing to low-income residents.

The petition has been reviewed by Public Works and Water Resources, Development Services, Planning and Urban Design, Sanitation, Greenscapes, Savannah Fire, Savannah Police, and the Real Estate Services Department.

Georgia Code O.C.G.A 32-7-4 states that the City is able to declare surplus un-needed rights of way and offer them for sale to abutting landowners of that property. If declared surplus in accordance with Code, staff will contact adjoining property owners and give them the opportunity to acquire it. Fair market value will be established and utilized for negotiation with property owners. All of the rights of way must be acquired so no remnant parcels remain.

Withdraw at the request of the petitioner

Financial Impact
