Title 25. Authorize the City Manager to Execute a Contract with McKnight Construction Company for Construction Manager at Risk (CMAR) Preconstruction Services for the Windsor Forest Community Center in the amount of $7,500. (Capital Projects)
Strategic Priority N/A
Description Authorize the City Manager to enter into an agreement with McKnight Construction Company for Construction Manager at Risk (CMAR) Preconstruction Services for the Community Center at Windsor Forest project in the amount of $7,500. This authorization is only for preconstruction services in the amount of $7,500. It does not obligate the City to proceed with construction at this time. As part of the CMAR process, there are two distinct phases of procurement. Phase 1 is preconstruction services, which occur during the design phase and include cost estimating, value engineering, constructability review, and schedule input. The CMAR will work with the design team during this phase to develop a Guaranteed Maximum Price (GMP) for construction work. Phase 2 is the GMP and construction phase, which will be brought to City Council for approval just as with a traditional construction bid. Only after Council approves the GMP will Reeves and Young be authorized to proceed with the construction work. The Community Center at Windsor Forest aims to redevelop the site of the former Woody’s Skate Park in the Windsor Forest Neighborhood. The building will be constructed in midcentury modern architecture to match the existing neighborhood. The facility will include a gymnasium with amenities such as multi-purpose rooms, fitness areas, offices, concessions, restrooms/lockers, and other community spaces The Request for Proposal was advertised, a pre-proposal conference was held, and 8 proposals were received.
