Description Recommend approval of a sole source request for engineering and design services for additions to the City Lot Bulkhead with Hussey Gay Bell (Local) in the Amount of $80,000. The design of the bulkhead wall at City Lot along the western Springfield Canal bank and associated canal widening was approved by Council on February 11, 2021, and awarded to Hussey Gay Bell Inc. There is currently a 36” diameter storm drain running through City Lot that outfalls into the Springfield canal. This 36” diameter existing storm drain is the drainage conveyance for the Carver Village Neighborhood network of storm drainage pipes. This neighborhood drainage system requires future upgrades/upsizing to effectively convey stormwater drainage out of the neighborhood and to meet current City drainage standards. This need was identified following HGB’s initial award of the canal wall design along City Lot. Currently the City's Stormwater Management Division has identified the need to incorporate the required future drainage conveyance outfall for the Carver Village Neighborhood into and through the proposed canal wall along City Lot. To upgrade this outfall through the proposed canal wall at a later time will require modification of the structural integrity of the completed City Lot canal wall and is not feasible at that time in the future. This established large 5’X10’ concrete box culvert outfall penetration of the City Lot canal wall will establish the foundational drainage infrastructure to extend neighborhood drainage improvements into Carver Village following downstream Springfield Canal improvements. A sole source to Hussey Gay Bell is justified since they designed the canal wall along City Lot. City Staff recommends awarding to Hussey Gay Bell for the additional design task.
