Recommend approval to procure construction services for Cann Park sidewalks from Astra Construction Services, LLC in the amount of $306,232.38.

This SPLOST-funded project provides improvements to the 2.2-acre Cann Park. which includes new concrete sidewalks as well as rubber walking trail to achieve a side-by-side hard/soft walkway around the perimeter of the park, while protecting most of the existing trees.

The project also includes:

• Repairs to existing concrete sidewalks that have been weathered and eroded, creating a safety hazard
• A berm spanning the perimeter of the baseball outfield to facilitate drainage 
• New fence along the baseball field
• Replacement of eight sidewalk curb ramps
• New curbs and gutters along the surrounding streets
• Erosion control
• Removal of four trees.

This project was originally released as a competitive bidding opportunity; however, the only bid received came in over the budget for this project. Therefore, the State contractor, Astra Construction Services, LLC, was asked to provide a quote for this project.

This is a sole source because it is the City’s intention to move quickly to expedite this process in order to complete this project on schedule. As a result, the State of Georgia’s job order contractor will be used to perform this project to meet time constraints and City ordinance requirements.

The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City, and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small- to medium-sized projects for repair, alteration, modernization, rehabilitation, and minor new construction to infrastructure, buildings, structures, or other real property.  This Georgia State contract was awarded with a contract term of July 21, 2017 through July 20, 2019.

The State contractor, Astra Construction Services, has committed to coordinating with the City of Savannah Office of Business Opportunity to meet the 18% DBE goal.
