Description
In January 2018, the Mayor and Aldermen approved the Alcohol Overlay District Ordinance to limit the sale and serving of alcoholic beverages to address the negative impacts of these uses at certain locations in the city. The overlay applies to three defined geographic areas to include:

West Bay Street Overlay District: Along Bay Street, north to Damon Street and south as far as Augusta Avenue, extending from West Lathrop Avenue to approximately 1,200 feet east of East Lathrop Avenue;

Montgomery Street Overlay District: Between West Victory Drive and West DeRenne Avenue; and
-
Ogeechee Road Overlay District: Between West Anderson Street and the intersection of West Victory Drive and Ogeechee Road.
Based on concerns raised by residents who reside in the overlay districts, the following revisions are proposed to the Alcohol Overlay District Ordinance:

Prohibiting convenience stores that engage in the sales or service of alcohol as a new use within the alcohol overlay districts; and

Amending use conditions to permit ancillary retail package stores that sell beer and wine by the package to have 10,000 square feet of floor area rather than 5,000 square feet of retail area.
Prior to presenting this ordinance to Mayor and Aldermen for consideration, staff hosted four public meeting (February 28, 2019 and April 18, 2019), conducted a survey, and met individually with stakeholders.
