Description Caprisha Treadwell (Agent) on behalf of Prakash Patel (Owner) is requesting a Special Use Permit at 4429 Skidaway Road (PIN 20116 02012) to establish a restaurant with alcohol sales/bar-tavern. The City of Savannah has determined that based on the applicant’s business plan submitted with the petition, the use is both a restaurant and bar-tavern. Per the Zoning Ordinance, a restaurant with alcohol sales is a permitted use; however, a bar-tavern requires special use approval. As outlined in Sec. 3.10 of the Zoning Ordinance, the special use permit process includes consideration by the Planning Commission and then the Mayor and Aldermen. The review can include modifications and/or conditions to the permit. The subject property is located at 4429 Skidaway Road at the intersection of LaRoche Avenue and Skidaway Road. The building is a multi-tenant shopping center on 1.4 acres. The Agent is seeking to occupy a 4,400 square foot portion of the building. Most recently, the tenant space was occupied by a sports bar which surrendered their Alcoholic Beverage License to the City and closed in 2018. A Show Cause Hearing was also held on February 1, 2018 for the previous establishment. If approval is granted, a special use permit will be issued by the City of Savannah. An alcoholic beverage license will also have to be vetted by the Revenue Department and formally considered by Mayor and Aldermen. Recommendation On February 23, 2021, the Planning Commission found that property at 4429 Skidaway Road (PIN 20116 02012) and proposed use for a Special Use Permit to establish a restaurant with alcohol sales/bar-tavern did not meet the criteria for special use approval. Planning Commission therefore recommended denial of the petition. | |
