Description The property located at 719 Cleland Street (PIN 20021 01001) is within the Hudson Hill/Bayview neighborhood is used as a trucking depot and storage yard. This use generates truck traffic and noise within a residential area. According to the Department of Planning and Urban Design, the current industrial use is a grandfathered, nonconforming use, as the site is currently zoned RSF-6 (Residential Single Family). The property comprises +/- 0.89-acre and was listed for sale at $350,000. Staff contacted the owner, and the owner was willing to work with the City on a sale. Staff procured an appraisal of fair market value, and the owner graciously agreed to lower the sale price to the appraised value of $300,000. A Phase I Environmental Site Assessment has been performed and no concerns were identified.
The Clearview Apartment Homes, a mixed-use development of 340 senior and affordable housing units, is proposed to be developed directly east of this site. Acquisition of the 719 Cleland Street property provides an opportunity for the City to reduce truck traffic, noise, and potentially add more affordable housing units and support facilities to the area.
