Representatives from the Savannah Quarters community contacted the City Stormwater Management Department about improvements to and use of the City-owned unimproved road along the Savannah and Ogeechee Canal in Pooler. The location is between Quacco Road and I-16, southwest of the I-16/I-95 interchange. Savannah Quarters owns and has permitted a land-locked borrow pit and desires to haul the borrow material along the canal road to Quacco Road.

The Stormwater Management Department examined the area and notes that improvements to the road and use will not be a detriment to the City's ownership.  However, there is concern about the CIty's liability, and that the improved road following improvements may increase traffic on the road, which is not maintained for traffic.   

Stormwater worked with Risk Management and the CIty Attorney's office to create a hold-harmless agreement with Savannah Quarters' contractor, Brandon Barfield Enterprises, Inc., to reduce the City's liability.
