Description
This action will allow the City to contract with Thomas and Hutton for gravity sewer design and construction overview services for Phase 1 of Hutchinson Island in the amount of $97,500. The gravity sewer design will be used by the Public Works and Water Resources Department to restore sanitary sewer service to affected areas in The Reserve subdivision on Hutchinson Island.
The collection system design and construction for the sanitary sewer service at The Reserve was accepted in May of 2008 by the City of Savannah. Since that time, the overlying fill has settled, causing unforeseeable sewer main failure via piling intrusions and resulting cave ins. This item is needed in order to restore the functionality of the gravity sewer service throughout the affected area. This action also allows for the removal of the portable pumps that have been utilized by the City for about two years as a temporary solution to this problem. This is a sole source contract because the recommended vendor is familiar with the original system, the nature of the failures, and the challenging site conditions. The contractor, Malphrus, is no longer in business. In addition to this failure, the streets and storm system also failed, which was paid for with bond money back in 2012 and 2013.
