Title 19. Authorize the City Manager to Execute a Grant Administration & Management Contract to RostanSolutions, LLC in an Amount Not to Exceed $519,250. This item is related to the City of Savanah’s recently awarded Building Resilient Infrastructure and Communities (BRIC) Grant. The services to be provided will include grant administration & management services for implementation of the FEMA BRIC Grant the City received that has a total Federal contribution of $30,147,160 over an approximate five-year timeline. Description This contract is for the procurement of Building Resilient Infrastructure and Communities (BRIC) grant administrative services with Rostan Solutions in an amount not to exceed $519,250. The services will provide administration services for the FEMA BRIC grant the City received in the amount of $30,147,160. This allocation is intended to support a multi-phase drainage improvement initiative centered around the Springfield Canal Area. Given the intricated nature of this project, particularly in terms of adhering to FEMA’s regulations and guidelines, staff have acknowledged the necessity of an external consultant. The consultant's role will be pivotal in assisting the City in navigating this complex process and the BRIC Grant Agreement stipulates that 100% of the cost for the services provided by Rostan Solutions, LLC will be reimbursable in accordance with the terms of the Agreement.
The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of qualifications, and experience, including support capabilities, project approach and understanding, references, and DBE participation. Two proposals were received in response to this RFP. All proposals were reviewed and fully evaluated by a selection committee of City staff. The RFP was advertised, opened, and reviewed.
