Title 25. Description Recommend approval of a construction contract for upgrades to Lift Station No. 23 and a new force main from Astra Grading & Pipe, LLC in the amount of 19,273,000. Lift Station No. 23 serves the West Savannah and the Chatham Parkway corridor, pumping millions of gallons of untreated sewage east across historic downtown from the foot of the Talmadge Bridge to President Street Treatment Plant. The existing 20” diameter force main is 48 years old and in poor condition. It will be replaced with 6,700 linear feet of 20” & 30” diameter force main installed by open cut and horizontal directional drilling. The 30” directional drill accounts for 6,000 of the 6,700 feet and will run approximately 100’ deep under the Oglethorpe right of way. Upgrades to the lift station include a new pump, wet well mixers, and new generators capable of powering all lift station pumps associated with Lift Station Number 23 (the old generator could not power all existing pumps and is due for replacement). Due to all bids being above the budgeted amount for this project, the City worked with the low bidder and a route adjustment was made to reduce project costs. The revised route uses the existing forcemain to exit the station and cross the Springfield Canal. This eliminated the need to tunnel the new main under the canal, thereby saving the City significant funds. Section 2-4061 states: The City Manager is authorized, when time or economic considerations preclude re-solicitation of work of a reduced scope, to negotiate an adjustment of the bid price with the low responsive and responsible bidder, in order to bring the bid within the amount of available funds. The recommended primary proposer submitted DBE/LDBE participation at the subcontractor level in the amount of 12% using S&S Supply II, LLC (100 Bull St. Suite 215, Savannah, GA)(A), (Local, DBE Certified by GDOT).
