Description

Recommend approval to renew an annual contract for yard waste management with ELP Landscape Services, Inc. in the amount of $234,210.00. 

The Sanitation Department’s Refuse Disposal Division will use these services for the management and processing of vegetative material collected by the City’s weekly residential yard waste collection program. The service will also handle vegetative waste resulting from tropical weather events and other disasters in accordance with the Federal Emergency Management Agency’s guidelines. These materials may not be landfilled under State law and must be managed separately from other wastes.

The City will deliver to the vendor an estimated 12,000 to 15,000 tons annually of leaves, brush, grass, clippings, shrub and tree prunings, nursery residuals, and other vegetative matter.  

The method of procurement used was the request for proposal (RFP), which evaluates criteria in addition to cost. The criteria evaluated for this RFP were qualifications and experience, methodology and residuals management, references, MWBE participation, local vendor participation, and fees.

This is the first of three renewal options. 

Council originally approved this contract on February 14, 2018 for $222,000.00.  This contract reflects a 5% increase due to changes in the market. 

The contract term will be from January 1, 2019 through December 31, 2019.
