Description
Whereas, all municipalities in the State of Georgia are required by law to adopt a budget that is balanced by December 31; and
Whereas, the Proposed Budget is informed by and responsive to the Mayor and Aldermen, the public, and City Manager; and
Whereas, the City of Savannah, has received the Distinguished Budget Presentation Award from the Government Finance Officers Association for 2021, culminating in the thirty-fourth consecutive year of receiving the highest form of recognition in governmental budgeting; and
Whereas, the Office of Management & Budget, under the leadership of Melissa Carter, has presented the Mayor and Aldermen of the City of Savannah with a $479 million balanced 2022 Proposed Budget and Capital Plan; and
Whereas, employees of the Office of Management and Budget have devoted more than 2,000 additional work hours between August 9th and November 20th to coordinate, plan, develop, and present a quality budget proposal in compliance with legislative and regulatory requirements; and
Whereas, the Office of Management and Budget values Team Savannah, the citizens, and businesses of our great community that it serves and is committed to sustaining the City of Savannah’s strong financial standing; and
Whereas, the Proposed Budget provides necessary resources to serve the organization and the community while ensuring fiscal health for the City of Savannah and promoting equity for her citizens; and
Whereas, this proposal incorporates $56 million in American Rescue Plan Act funding in essential initiatives to keep Savannah safe, provide affordable housing, invest in neighborhoods, enhance core municipal services, and retain a highly skilled, high-performing workforce;
Now therefore, I proclaim that Melissa Carter and the Office of Management and Budget be recognized by the Mayor and Aldermen of the City of Savannah as public servants who safeguard the City’s long-term financial sustainability.
