Description Petitioner, Warner Moore, has requested that the City-owned property located at 1425 West Gwinnett Street (PIN 20050 16022) be declared surplus and available for sale. This vacant lot is located in the Carver Heights neighborhood and is zoned TR-2 (Traditional Residential). Measuring approximately 46 feet wide by 60 feet deep, the property meets minimum building requirements for a two-story, two-family (over-under) structure in this zoning district.
Georgia Code 36-37-6 governs the disposition of parcels of real property by municipalities. Buildable lots must be offered for sale to the public, with due notice provided, and the sale awarded to the highest bidder or all bids rejected. Accordingly, if Council declares this parcel surplus, staff will advertise the sale and request bids via the Purchasing Department and market the sale via the City’s contracted real estate broker. The minimum acceptable bid price will be the appraised value of $21,000. Bids less than this value will be rejected. If qualified bids are received, then the highest bid will be submitted to City Council for approval and award. The Buyer will be responsible for reimbursing the City for the cost of the appraisal and pay all closing costs, including an archaeological assessment. Development Services, Water & Sewer Planning and Engineering, Park and Tree, Stormwater, Planning and Urban Design, Land Bank, and Real Estate Services Departments have reviewed the petition and recommend approval to proceed. | |
