Stanley Martin Homes has requested a water and sewer agreement for The McClendon Tract, a development consisting of single-family homes located off Little Neck Road in the Travis Field Treatment Plant service area in Aldermanic District 5. This agreement with Stanley Martin Homes is to establish a build out schedule for this 1,062 ERU development. It will ensure that the water and sewer systems can have adequate capacity for the development as it builds out. Due to the strategic location of this development in the Travis Field Treatment Plant service area, this project created an opportunity for the City to build needed additional capacity aligned with the master planning for the Travis Field Treatment Plant service area. This enables this future capacity without building a seperate lift station, and at cost savings to the City and an advantageous condition for future maintenance. As such, this agreement includes a not to exceed cost of $3,306,966.01 paid by the City to the developer for the City’s portion (2000gpm of peak capacity) of the off-site sewer infrastructure. The developer will pay for their proportionate share (1000gpm of peak capacity) which is consistent with their 1062 ERUs. Combined, the 3000gpm of peak capacity will match the existing, adjacent sewer force main that was made available when the Lift Station193 force main was upsized for increased South West Quad demand. Planning for the future use of both force mains decreased the cost associated with the upsizing. All together, this infrastructure will be up sized beyond the needs of any one development in order to create long term sewer capacity as this service area builds out to its estimated likely final condition over 10-15 years. The agreement is consistent with policy directives given by the Mayor and Aldermen and has been reviewed and approved by the City Attorney for legal format.
