| Description Adopt a Resolution authorizing the City Manager to submit the FY 2026 Continuum of Care (CoC) renewal application to the U.S. Department of Housing and Urban Development (HUD) and if awarded, enter into a Memorandum of Understanding and grant agreement with the Subrecipient, Union Mission, Inc., for Federal assistance as the Project Sponsor. The grant is in the amount of $1,233,655, to implement a CoC permanent supportive housing program known as City 54, which provides $40,219 in administrative expenses and $1,193,436 for tenant-based rental and utility assistance to a minimum of 54 head of households. The CoC program is designed to provide housing and supportive services on a long-term basis for persons identified as homeless or chronically homeless with a mental illness, substance use disorder, or HIV diagnosis, and those who are dually diagnosed. If awarded, the funding will be availalable for use during the grant period begining December 1, 2027 through November 30, 2028. This recommendation is in direct support of Savannah GPS Goal 2, Objective 1, Strategy 3 to work with local partners to make homelessness rare, brief, and nonreocurring by improving connections to permanent housing and services.
