Title 24. Authorize the City Manager to Execute a Contract with C.A. Murren & Sons Heavy Civil LLC (LOCAL) in the Amount of $1,620,060 for the Construction of a Helical Anchor and Railing System for the Springfield Canal Bulkhead. (Capital Improvements)

Description This is a sole source contract with C.A. Murren & Sons Heavy Civil LLC (Savannah, GA)(B) in the amount of $1,620,060 for the construction of a helical anchor and railing system for the Springfield Canal Bulkhead. The City of Savannah is in the process of doubling the width of the Springfield Canal to 60 feet between Gwinnett Street and the northern edge of the Arena site, and installing a bulkhead as part of a larger project to improve drainage throughout the basin, the largest in Savannah. During the construction of the bulkhead, significant solid concrete obstructions were discovered buried along the canal bank, likely waste from a concrete manufacturing facility that operated on the site for several decades. This discovery required a re-engineering of the bulkhead anchoring system to allow the anchors to core through solid concrete and hold the bulkhead in place. In addition, the contract includes removal of a section of obstructions and the construction of a railing system along the canal edge. This is a sole source because Savannah-based C.A. Murren & Sons is the contractor on-site constructing the Springfield Canal Bulkhead. C.A. Muren has a DBE participation goal of 25% for this project. The funding for this contract is from the SPLOST VII Springfield Canal Drainage Improvement Project. (B) indicates a local, non-DBE owned business
