Recommend approval of Contract Modification No. 4 for internet services to Level 3 Communications for the term of contract.

Level 3 provides internet connectivity at the City’s existing Data Center, which is located in the Civic Center. The City’s Information Technology Department is preparing to move the Data Center to the Critical Workforce Shelter, which will offer more resiliency and redundancy to this critical infrastructure. As part of this move, the Level 3 circuit must be moved to the new Data Center for continued operations.

There is no monetary impact associated with this effort, however any modification to the contract requires the three-year contract dates to be extended. With this extension, the service contract will remain in place for three years, from April 27, 2017, through April 26, 2020.

This contract was originally awarded to Hargray in August 2013 and then expanded to include Level 3 Communications in June 2014. This was intentional to accomplish service resiliency by having  two separate entities provide separate routes for internet service.  Level 3 serves as the primary internet connection for City services; Hargray serves as backup. 

The original terms of the Level 3 Communications contract was for a circuit bandwidth of 100Mbps for a monthly rate of $1,578. Since 2014 the bandwidth service level has been increased twice to meet growing demands on network resources and the expansion of the use of body cameras. The last modification to the Level 3 Communication contract was approved on August 18, 2016. At that time the circuit bandwidth was increased to 500Mbps for a monthly rate of $3,290 and the contract term was extended an additional 36 months.

This current contract modification does not change the monetary terms of the contract. The monthly rate will continue to be $3,290.

Approval
