SUMMARY/FINAL MINUTES
SPECIAL CALLED MEETING
April 15, 2019 – 6:00 p.m.
The Special Called Meeting of Council was held at 6:00 p.m. in the second floor Media Room of City Hall for the purpose of considering appointment of an Interim City Manager and to continue the SPLOST VII discussion.
PRESENT: Mayor Eddie DeLoach, Presiding
Aldermen: Carol Bell, Julian Miller, Brian Foster, Bill Durrence, John Hall, Van Johnson, II, Tony Thomas, Estella Shabazz (via phone)
Rob Hernandez, City Manager
Jen Herman, Interim City Attorney
Bret Bell, Assistant to the City Manager
William Shearouse, Assistant City Attorney
The meeting was called to order at 6:02 p.m.
Upon motion of Alderman Miller, seconded by Alderwoman Bell, and unanimously carried, Council went into Executive Session for the purpose of discussing Personnel. The motion carried with Aldermen Johnson and Shabazz not voting.
Upon completion of this session, a motion was made to come out of Executive Session by Alderman Miller, seconded by Alderman Durrence, and unanimously carried.
The Executive Session began at 6:06 p.m. and ended at 6:47 p.m.
Daphanie Williams and the City Manager led a review of various projects within Tier 1 of the City Manager’s recommendations. One-by-one, they solicited input from the City Council on each project.
At the end of the discussion, Mayor DeLoach distributed a list of projects totaling $225,000,000, and requested the Council to advise him of what minor adjustments could be made to gain their support of the full list.
Mayor DeLoach took a straw poll among his colleagues to gain a consensus, and he asked staff if they had the direction needed to prepare a final list. The list will be developed for submission to the County, in anticipation of a meeting between both parties to be held on May 6, 2019.
Alderman Johnson requested staff to provide a breakdown by district of the Mayor’s list.
There being no further business, Mayor DeLoach adjourned the Special Called Meeting at 8:18 p.m.
