The Savannah Airport Commission recommends approval of Change Order No. 4 with Holland and Holland, Inc. in the amount of $100,084.59 for the Automated Outbound Baggage Handling System. Change Order No. 4 is for spare parts associated with maintaining the operation of the system. 

Due to the potential of skewed pricing during bidding, the Airport Commission did not list spare parts in the original bid specifications. Because of the complexity of the spare parts including brand names and system component variability, there could have been a possibility of having a large disparity in costs between bidders which could have led to not having comparable bids. By allowing the contractor to provide a spare parts list at the end of the project, the Airport had the opportunity to review the list and add to or condense the list based on the Airport consultant's recommendations. 

Having adequate spare parts for a system such as this would expedite repairs and allow the system to return to normal operational status to insure prompt processing of luggage. If these parts were ordered on an as-needed basis then there would be lengthy downtimes with the system due to long lead times on some of the components. This would cause a major disruption with operations if one of the mainline conveyor sections went down and all luggage from the ticket counters had to be manually transported to the Transportation Security Administration processing area. 

There is a 12-month warranty on the baggage handling system which went into effect on December 6, 2017, so the contractor is responsible for all parts and labor to repair any issue with the system.  After the warranty period expires, airport maintenance will assume those responsibilities and will need readily available parts to keep the system functioning.
