Description Recommend approval to authorize the City Manager to execute an agreement with Union Mission, Inc. for the Litter Clean Team Litter Removal Program in the amount of $140,400. The Human Services and Greenscapes Departments will work with this agency to assist in achieving the City’s Strategic Plan goals of 3.1 Reestablish and Preserve Neighborhoods and 4.4 Soft Skills and Workforce Training for the Unemployed and Underemployed. The overall objective is to establish an agreement with this organization to develop and implement a “Litter Clean Team” Program to expand litter collection capabilities and improve community cleanliness in the city’s downtown. This program will benefit work ready homeless individuals and persons living with disabilities experiencing challenges to obtaining employment. The method of procurement was a request for proposal (RFP), which evaluated criteria in addition to cost. The criteria for this RFP were the agency’s ability to address strategic goals and strategies, benefits of the program to participants, program design, operational capacity and program experience, cost per program participant, diverse funding sources, beneficial collaborations, and supporting data/research. The RFP was advertised, opened, and reviewed by the Human Services Department. Proposals were received on May 20, 2019. The contract period will be from November 1, 2019 through December 20, 2020. | |
