Description

Recommend approval to award a construction contract for the renovation of 2155 West Gwinnett Street, Savannah Fire Support and Code Compliance building to Johnson-Laux Construction (7001 Chatham Center Dr., Savannah, GA)(A) in the amount of $2,408,855.


The State contractor, Johnson-Laux Construction, LLC has committed to meet a 20% DBE and 10% LDBE goal. Johnson-Laux Construction, LLC has submitted DBE/LDBE participation at the prime level in the amount of 9.06% Johnson-Laux Construction, LLC (7001 Chatham Center Dr., Savannah, GA), (Certified WBE through Florida Supplier Diversity), and at the subcontractor level in the amount of 10.94% using E&D Contracting Services, Inc. (2001 Mills B Ln Blvd., Savannah, GA) (Certified DBE through GDOT).

This project will include the complete renovation of the current unfinished warehouse complex located at 2155 Gwinnett St.  This building will house the Code Compliance department and provide additional storage space for the Savannah Fire Department Support Service Center. The interior buildout for the Code Compliance portion includes new interior offices, a waiting room, space for cubicles, new restrooms, a break room and all interior finishes. The Savannah Fire portion will include an office for the Savannah Fire Quartermaster, a small climate-controlled storage area and a larger dry-storage area with new shelving. Exterior improvements include a paved driveway, American’s with Disabilities Act (ADA) parking spots and a gravel parking lot. The building will also have a new membrane placed over the existing roof.

The State of Georgia’s job order contract will be used to perform this project to meet time constraints and City ordinance requirements. The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small-to-medium-sized projects for repair, alteration, modernization, rehabilitation, renovation and minor new construction to infrastructure, buildings, structures or other real property. The State of Georgia used a competitive bidding procedure to select contractors to perform these services for this project.

The State contractor, Johnson-Laux Construction, LLC has committed to meet the 20% DBE and 10% LDBE goal.
