Description

Recommend approval to award an annual contract for 57,000 Sanitation’s curbside calendar packets to Patriot Precision Printing (13051 Abercorn Street, Suite B3, Savannah, GA 31419)(A-1) in an amount up to $64,164.90.

The lowest bidder was The Kennickell Group, however, per section 2-4061 of the City of Savannah's Ordinance if a Small Business Enterprise (SBE) is within ten (10%) percent of the lowest responsive and responsible bidder, the SBE business shall be given opportunity to match pricing of the lowest bidder. Per 2-4061 Patriot Precision Printing, an SBE, agreed to match The Kennickell Group's pricing.

Bid was solicited requesting multiple-size calendar/schedule magnets and bags. The decision was made to go with the larger size calendar packet. A packet contains a letter, 8.5"x11" calendar/schedule magnet (magnet size increased from 8.5"x5.5" to 8.5"x11" for easier reading), and service guide that provides information regarding Sanitation services. Packets are distributed annually.

The Sanitation Department will utilize this contract to produce the 2022 curbside calendar packets for delivery. The contract shall expire on September 8, 2022, and has four (4) renewal options available.

Bidders were:

Patriot Precision Printing (13051 Abercorn Street, Suite B3, Savannah, GA 31419)(A-1) $95,611.20

The Kennickell Group (2604 Causton Bluff Road, Savannah, GA 31404)(B) $94,765.80

(A-1) Indicates local, SBE business. (B) Indicates local, non-DBE business.

SBE is a local business that has been certified as an “Savannah Business Enterprise”. The SBO Policy outlines an SBE criteria and I have simplified it below. Please note: The SBE certification does not consider the owner’s race or gender in the certification process. 

  1. The business/entity shall employ twenty-five (25) or fewer permanent full-time employees.
  1. In addition, eligibility is subject to the following gross revenue limitations averaged over three years should not exceed the following thresholds:
  • Professional Consultants, $500,000.
  • Contractual Services shall, $1,000,000
  • Construction Services, $5,000,000
  1. No person with a legal or beneficial ownership interest, direct or indirect, with the entity or any affiliate of the entity shall have a personal net worth exceeding one million three hundred and twenty thousand ($1,320,000); and
  1. The entity shall have a continuous operating presence in the City of Savannah, evidenced by a current business tax certificate.
