The Commission originally approved a letter of engagement with the Vaquer Firm, LLC in 2013 for the purposes of securing passage SB52: Peace Officers’ Annuity and Benefit Fund.  The Commission approved the original letter of Engagement in 2016 with the Vaquer Firm, LLC and renewed for an additional year in 2017. The renewal in 2017 included a provision for extending the contract for three additional one-year terms, terminating July 1, 2020. Staff issued an RFP for Local & State Governmental Affairs Lobbyist on July 21, 2020, which were due on August 3, 2020. Staff received one response to the RFP from the Vaquer Firm, LLC. The recommended professional services agreement with the Vaquer Firm shall be for two (2) years, with three (3) successive one-year terms, unless terminated by either party with thirty (30) days written notice. Staff recommends approval of the following terms and compensation:

Initial Term (2020 – 2022)           $60,000.00 per year  ($120,000.00) total

First Renewal (2022-2023)          Up to 4% increase

Second Renewal (2023-2024)    Up to 4% increase

Third Renewal (2024 – 2025)     Up to 4% increase
