Description

The petitioner, Harold Yellin for America’s Second Harvest of Coastal Georgia (Owner PHRM Holdings, LLC), is requesting an amendment to the Zoning Map for 1380 Chatham Parkway (PIN 20834 01021) from B-C (Community Business) to IL-T (Light Industrial-Transition).  If approved, the 29.90 acre site will be the future home of the Second Harvest Food Bank that would relocate from their existing warehouse facility on President Street.

The IL-T district accommodates limited heavy commercial, light manufacturing and assembly, research and development, and small-scale warehousing and processing uses to promote economic viability, encourage employment growth, and limit the encroachment of non-industrial development within established industrial areas. This district is intended to serve as a buffer between more intensive industrial districts and less intensive business or residential districts. Development must be operated in a clean and quiet manner, with all activities occurring indoors, and should not be a nuisance to nearby non-industrial uses.

The undeveloped property is located on the southeast corner of the intersection of Carl Griffin Drive and Chatham Parkway. A portion of the property abuts a multi-family residential development and a heavy industrial mining operation to the east. IL-T permits warehousing as well as other permitted uses under the current zoning such as retail, office, vehicle sales, restaurants and hotels.  With access to arterial roadways, the development of the property should not negatively impact traffic or congestion and should complement the Chatham Parkway Corridor.

Recommendation

The Planning Commission recommends approval of the request to amend the Zoning Map from B-C (Community Business) to IL-T (Light Industrial-Transition for 1380 Chatham Parkway (PIN 20834 01021).
