Recommend approval to award an annual contract for Voluntary Cancer Insurance Coverage to TransAmerica Corporation at no cost to the City of Savannah.

The Human Resources Department offers eligible employees and dependents access to voluntary cancer insurance coverage.  The estimated premium is paid 100% by those members who are enrolled in this insurance coverage plan. USI Insurance Services Creative Worksite Solutions manages the enrollment, billing, customer service and claims submission for all voluntary worksite benefits.  There were very few reputable carriers in the market offering stand-alone cancer policies.  TransAmerica Corporation had slightly higher premiums but richer benefits for members.

Coverage is currently with TransAmerica Corporation.  It should be noted there are very few reputable carriers in the market offering stand-alone cancer plans. Marketing efforts show TransAmerica’s rates are slightly higher than the market and benefits are very competitive.  There are 89 employees enrolled in the Cancer plan.

This RFP was facilitated by USI Insurance Services on behalf of the City of Savannah. USI Insurance Services is the City’s employee benefits consultant that negotiates, oversees and advertises the City’s benefits contracts. This RFP was sent out to nine proposers with three proposers responding.
