Recommend approval to procure one paint striping truck in the amount of $235,121.45 from M-B Companies.

Pricing for this truck was obtained using the National Joint Powers Alliance (NJPA) cooperative purchasing agreement, a purchasing cooperative of which the City has been a member since 2009. Cooperative purchasing is authorized as an appropriate procurement method in Division 10, Section 4-4152 of the City of Savannah’s purchasing ordinance.

The truck will replace a 20-year-old unit that has reached the end of its useful life and is no longer cost effective to maintain. The Traffic Engineering Department will use the truck to carry out daily operations, such as striping of street pavement markings when striping has faded or placing new markings following road resurfacing projects.

Procurement of the unit was initially advertised as a formal bidding opportunity by the City; however, staff determined that the specifications may conflict with the specialized needs of the department and could result in procuring the wrong piece of equipment. As such, it was determined that purchasing this truck through the NJPA would be best way to ensure that staff procured the correct equipment.
