Description

Recommend approval of Contract Modification No. 2 for heavy equipment rentals and operators to Savannah River Utilities (4140 Ogeechee Road, Unit A, Savannah, GA 31405)(F)  for up to $420,000.

The original contract was for the rental of heavy-duty equipment as needed for the Sanitation Department to perform central operations and remain compliant with Environmental Protection Division (EPD) at the Dean Forest Landfill when City-owned machinery and equipment is down for service or repair. This contract is also used by other departments, allowing them to rent multiple types of heavy equipment such as dump trucks, dozers, excavators and roll-off trucks that can be charged on an hourly, weekly or monthly basis. Contract also allows for the use of temporary labor, provided by the vendor, to operate the equipment. Labor rates vary according to the type of equipment rented.

The increase to the maximum dollar amount for this contract will allow Sanitation to continue to temporarily rent heavy equipment on an as-needed basis, to support central operations that are critical to the Dean Forest Road Landfill permitting compliance. This increase is expected to cover the additional three months remaining in the fiscal year 2021. To stay EPD compliant, heavy equipment must be readily available on site at Dean Forest Road Landfill. If not, the landfill and other departments may be subject to fines issued by the State and EPD. 

The contract renewal for an amount up to $850,000 was approved by Council on July 23, 2020. Contract Modification No. 1 in the amount of $300,000 was approved by Council on March 25, 2021. Contract modification No. 2 would raise the amount of the renewal contract from $1,150,000 to $1,570,000. This is the final modification for this contract.

Recommend approval of Contract Modification No. 2 in an amount up to $420,000.
