25. Motion to Authorize the City Manager to Execute a Contract with Total Systems Commissioning, Inc. for Arena LEEDv4 Commissioning Agent Services in the amount of $183,850 (Event No. 7339)

Description

Recommend approval of Contract for the Arena Project, event number 7339 for enhanced building system commissioning services, to Total Systems Commissioning, Inc. (TSCx) in the amount of $183,850.  Commissioning services ensure that the arena operates as intended and that building operators are informed, trained and prepared to operate and maintain the complex Arena systems and equipment.  In addition, this process ensures a safe and healthy facility that optimizes energy efficiency and reduces operational costs.  The Arena facility will have one of the most sophisticated and complex mechanical and electrical systems of any City facility.  Many of the individual equipment components are designed to be highly energy efficient on their own.  However, when tied into a larger mechanical system for the arena facility, all of the invidiual components must be calibrated and synchronized to work optimally together.  This is a detailed process, that when completed will ensure that the Arena facility and all of the mechanical systems within it are operating at a high level of efficiency.

To be effective, the enhanced building commissioning process is  conducted by a third party and occurs throughout design, construction and the first year of operations to ensure optimal building performance.    It includes mechanical, electrical, plumbing and building envelope systems and integrity.  In addition, this enhanced commissioning process is required in order to achieve LEED Certification.

The results of this this contract will deliver operational cost savings over time and ensure efficient facility operations.  This directly supports Savannah Forward Goal 5.4 (Efficient Government Operations).   

The method used for this procurement was the request for proposals (RFP) which evaluates criteria in addition to cost.  The criteria used for this RFP were qualifications and experience, technical capabilities, references, local vendor participation, and fees.
