29. Authorize the City Manager to Execute Contract Modification No. 1 for the Montgomery Cross Road Stormwater Pump Station Electronic Controls Upgrade with Control Instruments, Inc. in the Amount of $65,555. This modification allows for upgrading the Montgomery Cross Roads and The DeRenne Stormwater pumping stations to more stable, user-friendly and less expensive VT SCADA software.

Description

Recommend approval of Contract Modification Number 1 for Montgomery Cross Road Stormwater Pumping Station electronic controls upgrade with Control Instruments, Inc (5253 Oakdale Road SE Smyrna, GA)(D) in the amount of $65,555.

The original contract includes hardware and software installation of Wonderware SCADA (Supervisory Control and Data Acquisition) Intouch system for the stations’ electronic control. After experience using and further research into the existing Wonderware Intouch SCADA software, which is the control system installed in the DeRenne Stormwater Pumping Station, staff learned VT SCADA, a new generation SCADA program, is more stable, user-friendly, and compatible with the latest Windows operation platforms. VT SCADA software is also less expensive to install and maintain and has lower annual license fees. Switching from Wonderware SCADA to VT SCADA for the electronic control system upgrade installation at Montgomery Cross Road stormwater pumping station would result in a reduction of $12,560.

Approval of contract modification Number 1 will also allow for upgrading of the DeRenne Stormwater Pumping Station control system to VT SCADA which will make it compatible with the Montgomery Cross Road Stormwater Pumping Station and maximize the efficiency of the software. The upgrade will also provide remote hosting for the City’s other five stormwater pumping stations in future upgrades. The cost to upgrade the DeRenne Stormwater Pumping Station to VT SCADA is $78,114. With the reduction in savings from upgrading the Montgomery Cross Road Stormwater Pumping Station the total cost is $65,555. Also, this upgrade at the DeRenne Stormwater Pumping Station will reduce annual software license fees by $14,177.

The original contract was approved by Council on July 22, 2021, in the amount of $311,750.  The total amount of this contract to date, including this amendment, will be $377,305.  Allocated funds for pump station control upgrades are available and sufficient to cover this contract cost increase.
